The U.S. policy that Muslims hate the most is the side that we have taken in the Israeli-Palestinian conflict. They hate it because they have had a bad history where the Israeli have forced the Palestinians to move into refugee camps. Acknowledging that U.S. policies have anything to do with jihadist attacks might be seen as "politically incorrect" and "blaming the victim" because it could be politically incorrect by the fact that not all Muslims are jihads. It might be seen as blaming the victim by them thinking that Israelis have caused the suffering of Palestinians. Then if we blame the Palestinians for getting back what they lost, they see it as us blaming them.

The reason why Gaza people are suffering is that Israel has declared a war on its land. Israelis have also blockaded the Gaza people. They are suffering by the people are not getting enough water, they don't get enough water because it is over populated, too many refugees in Gaza.
